Outgoing Secretary of State Leon Panetta said on that the United States could “become a second-rate power” if the sequestration cuts follow through on March 1, forcing an additional $40 billion at least in cuts to the Defense Department.

Host Carmen Russell-Sluchansky spoke with Professor Bill Smullen, director of the National Security Studies within the Maxwell School at Syracuse University, to discuss the sequestration and defense cuts.
